Why doesn't a team in the scottish 3rd division get relegated if they are bottom of the table?

it seems that it is always the same teams..why isn't it like our league 2 where if someone gets relegated someone from the non league (conference) goes up. can any1 explain why this is?

  1. because there are no other leagues for them to get relegated to
  2. Only when a team goes out of business (Gretna) will another team be entered into the league.
  3. because scottish soccer is trash?
  4. after division 3 there is nothing like a conference so there is nowhere for them to drop into. to be honest, division 2 and 3 teams have the same quality as the teams in scottish junior and senior leagues. IMO there are to many teams in scotland, 42 teams from SPL through to division 3 for a country of 5 million people, alot of which dont care to much for football
